"Interpreting the CMMI: A Process Improvement Approach, Second Edition"

This process area
should be considered global because all processes should be measured, and most
work products also produce meaningful metrics.
M&A appeared in the CMM for Software as a common feature throughout
all of the CMM. M&A is now its own process area at Level 2. Why? Because
high-maturity organizations stated quite clearly that the key to success in process
improvement is measurement and actually using those measures to make decisions
and monitor the process improvement effort. The authors of this book agree that
measurement is key. When the previous version of the CMMI was released, we felt
that this process area, while certainly relevant and necessary, was too complicated
to reside at Level 2. We have now changed our view. While instituting a measurement
approach and repository is not an easy task, it is so necessary for success of
any process improvement initiative that we agree that this task should be initiated
early in the process improvement effort. We were also surprised that most organizations
did not have as much trouble beginning this effort.
