we are concerned about the discussion that seems to imply that peer reviews can be
substituted for independent QA. Close reading of the information contained in the
paragraphs following the purpose statement states that while peers can perform QA
tasks, they must receive QA training, must not be involved in the production of the
material reviewed, and must have an independent reporting chain. QA checklists
should also be used. Please remember that peer reviews (as defined in the Verification
process area) cannot be substituted for independent QA.
Notice that the CMMI specifically calls out quality assurance reviews and
activities for both product and process. Under the CMM for Software, Verifying
Implementation 3 involved Software Quality Assurance. SQA groups were directed
to review both products and processes. However, organizations tended to either
focus on SQA reviews for products (reviewing documentation against formatting
standards) or reviewing process adherence (whether SQA reviews were held
as documented in the process descriptions and the procedures).
