ensure ???completeness and correctness,??? both functional and physical configuration
audits of the products/work products/components, as well as an audit of configuration
management records and configuration items, should also occur.

in Configuration Management subpractice 1 of SP 1.3 Create or Release Baselines
does specifically mention the Configuration Control Board (CCB). A release
is the product that is released to the customer for use. A build is the work product
that is passed on to other internal departments for further usage or work.
