so that the reader is reminded that requirements to provide a service must also be
defined and satisfied.
This process area introduces the Concept of Operations or, using the CMMI
term, operations concept. This document is usually the first document written when
determining whether to pursue development of a product. It is usually a high-level
statement of the desired functionality, and a preliminary plan and schedule for
development, to justify initiating this new project to higher-level management. This
document is then passed on to higher-level management to make a go/no go decision
to approve and fund the new project. The Concept of Operations document
is then used as the basis for further requirements identification and refinement,
as well as project planning. This concept works well in a Department of Defense
(DOD) environment or when attempting to build a highly complex product with
many people.
