You ask your boss for a new server. If he agrees, he just says yes, go get one. If not,

he makes you follow the guidelines in this PA, hoping you will just give up and
go away.
Well, that was our cynical response to the inclusion of this PA in the previous
CMMI version. We have been quite happily surprised at the acceptance among our
clients of this PA. They really like it and appreciate the guidance given. They also
tend to use it more frequently as part of choosing alternatives in Technical Solution.
There is still some resistance to this PA when we have tried to introduce the
basic concepts into lower-maturity organizations that are just beginning the process
improvement journey.
Things that most organizations tend to forget about this process area:
You must define when this PA should be used. Otherwise, some projects will
use it for every decision, and some projects will not use it at all.
You must create and document ???established criteria.
