Improvement Team Structure,??? and answer them for the groups and individuals
with measurement responsibility.
Identify How the Measures Are Being Collected
You may find how the measures are being collected in a measurement specification.
You may find this information as part of the status report. You may have to interview
the individuals responsible for the measures to see how they really do it. It is
not unusual to find people guesstimating, that is, guessing at a number and calling
it an estimate, or worse, presenting it as actual data. Note: We do not encourage
this behavior; however, we recognize its existence. You need to be somewhat understanding
and flexible during this data collection phase. In some cases, we have had
to get senior management to declare an amnesty for all past behavior.
Create a Measurement Log
Create a measurement log summarizing the information identified above. At a
minimum, this log should contain the measure; how it is documented; the group
or individual responsible for collecting it; the tool or method used to collect it; and
how often, to whom, and how it is reported.
