an unnecessary step in organizational bureaucracy. However, the CMMI requires
policies. So, it depends on your organizational culture as to how important and
how in depth the policies should be. In any case, make sure that your policies follow
the guidelines stated in the CMMI and that they are comprehensive enough to
direct an organization??™s efforts toward implementing process improvement.
Most United States federal government agencies substitute offi cial agency directives
for policies. Other organizations that used the CMM for Software copied
the Commitment to Perform and Ability to Perform Common Features and used
them as policies.
