A stated goal of SCAMPI A is to support two non-process improvement uses often
associated with Software Capability Evaluations:
Acquisition/Supplier Selection
Process Monitoring (often contract monitoring)
Note: SCEs may be, and have also been, used for Internal Process Improvement.
Table 20.1 shows usage modes for SCAMPI A appraisals.
SCAMPI v1.2 does not make the use of only external team members a requirement
for these non-process improvement types of evaluations. It would be reasonable
to expect that this external-only requirement will continue to be imposed by
both Federal, individual corporate and other acquisition policies to avoid conflict

conflict of interest, and to obtain a fresh perspective of their processes, require one
or more appraisal team members to be external to the organization.
