"Interpreting the CMMI: A Process Improvement Approach, Second Edition"

This last usage of the SCE maps to the functionality provided by
the CBA-IPI, and corresponds to the Diagnosing phase of the IDEALSM model.
Historically, SCEs were first designed only for Acquisition SCEs, that is, for an
organization or company to assess the capability of vendors vying for contracts to
determine the risk associated with awarding the contract to the proposed vendors.
This single application was later broadened. SCEs were used by organizations for
software process improvement (a la CBA IPIs), as well as for acquisitions and contract
monitoring. SCEs were originally designed to be applied against any of the existing
CMMs, notably the CMM for Software and the Software Acquisition CMM.
training
Some organizations would choose to do CBA IPIs because they thought they were
saving money on training. During a CBA IPI, a Lead Assessor could only train
his team in the fundamentals of the CMM (approximately three days), the basic
steps in the CBA IPI (approximately two to four days), and then conduct the CBA
IPI (on three to eight projects; this was tailorable).
