So most teams have reported simply using their own experiences to interpret
the meaning of the practices. While we do not want a book that mandates
how to improve our organization, we still need more information on what
the details mean. Without this guidance, we see no guarantee that this model
supports more consistent results and ratings than the previous model. Any
appraisal or assessment method that relies on people (their experiences, their
knowledge, and their abilities to make unbiased, perhaps unpopular decisions)
will always be prone to error.
