tiers that carry out publication initiatives, or an assortment of tiers that offer numerous customer
support products. These business operations typically form a cluster-oriented management control
structure, in which each business interest administers its internal affairs??”akin to the federated
scheme. However, this arrangement hardly supports organization-wide central governance and
monitoring.

An organization may support more than one tier cluster, each of which can be granted
business autonomy and self-management privileges to carry out business execution. The tier cluster
